Start with the moment of submission. What will the form ask you to upload or hand over, and what exact checks can fail? Work backwards from those answers.
The repair ladder
- Fix the source capture first if the face is soft or the lighting is unusable.
- Then correct background issues that affect the stated requirement.
- Then set the crop and physical/digital dimensions.
- Only after that, handle compression or format conversion.
- Stop when the file meets the rule; extra editing is not automatically an improvement.
A useful pause before export
Open the finished image at full size. Look at the eyes, hairline, ears, shoulders and background before checking the numeric file properties. Humans notice problems faster when they inspect the image without the distraction of a form field.
Read the official wording carefully
Parivahan Form 4 states that the applicant encloses three copies of a recent passport-size photograph, with a note about the laminated-card situation.
The important lesson is not to memorise one number in isolation. Use the published dimensions together with the composition, quality and editing rules that appear on the same authority page.
When the rule is strict
Prefer a fresh, controlled capture over aggressive software repair. A clean original is easier to defend and easier to reuse for another legitimate application route.

Indian identity documents are not one single photo standard
India is a good example of why a generic “ID photo size” chart can mislead. PAN Form 49A specifies two recent colour photographs of 3.5 × 2.5 cm with a white background for the paper-form route. ECI Form 6 uses a recent unsigned 4.5 × 3.5 cm colour photo with a white background. Parivahan Form 4 refers to three recent passport-size photographs, with a note about laminated-card use. UIDAI treats the facial photograph as biometric information captured or updated at an enrolment centre. These are different workflows, even though all four are casually described as “ID photos.”
