The useful detail is in the edge cases: old photos, difficult lighting, family batches, strict file limits, special applicants and application routes that do not use the same photo rules.
The measurement first
Millimetres and inches describe physical output; pixels describe digital dimensions; DPI connects pixels to physical size during printing. If an authority already states the required pixel dimensions, use them directly. If you are building a print file from millimetres, the basic relationship is pixels = millimetres × DPI ÷ 25.4.
Where calculations stop being enough
A mathematically correct file can still fail because the face is the wrong size inside the frame, the background is unsuitable, the compression introduces visible artefacts, or the application expects a different file type. Finish every conversion with a visual and application-specific check.
More pixels are not the same as more detail
Upscaling can enlarge an image but it cannot reliably recreate focus that was never captured. For a document photograph, start with a sharp source taken at a sensible distance and good light. Then meet the authority’s stated pixel dimensions.
Use the crop to protect detail
A crop that is too tight before resizing can throw away useful edge information. Give yourself enough original framing to reach the target head size without creating a visibly enlarged face.
Do not let the editor hide the problem
Zoom in and inspect the exported image itself. A crop boundary, background halo or compression artefact can disappear in a small preview and become obvious after upload or print.
Do not optimise the wrong thing
A sharper or more dramatic portrait is not automatically a better document photograph. Optimise for clarity, correct composition and the constraints of the receiving application.
Practical detail to carry forward
When you are done, open the final file once more from disk rather than from the editor. That confirms the exported file—not just the preview—contains the intended crop and dimensions.
