There are two separate questions here: “Can I make this image?” and “Will the authority accept it?” Good preparation answers the first without pretending to control the second.

Keep the units straight

Millimetres and inches describe physical output; pixels describe digital dimensions; DPI connects pixels to physical size during printing. If an authority already states the required pixel dimensions, use them directly. If you are building a print file from millimetres, the basic relationship is pixels = millimetres × DPI ÷ 25.4.

Where calculations stop being enough

A mathematically correct file can still fail because the face is the wrong size inside the frame, the background is unsuitable, the compression introduces visible artefacts, or the application expects a different file type. Finish every conversion with a visual and application-specific check.

Crop from the authority outward

Do not choose a crop ratio first and then squeeze the person into it. Start from the required frame shape and head-position rule, place the face correctly, and only then export the final dimensions.

Inspect the top and sides

Look for accidental clipping at the crown, ears or shoulders. Hair can extend beyond an expected face boundary in some rules, while other specifications use a measurement from crown to chin. Use the exact rule for the document.

Your master is the valuable asset

The original portrait is the version worth preserving. Application-ready files are derivatives; keep them separate so one future requirement does not force you to reshoot or re-edit from a low-quality copy.

What the words hide

Behind “passport size” are several independent questions: how large is the canvas, how large is the face, what background is allowed, how recent is the photo and what edits are permitted? A good guide answers those questions instead of giving one number.
